The positive reaction from fans led Arika to turn the project into a full-fledged game, which they officially confirmed at Evo Arika self-funded the development of the game. Arika's president Akira Nishitani remarked that the company had just enough funds to see the project through to completion without external help.
While he viewed the game as passion project for the studio, he said that his primary goal was to keep the company healthy financially. Nishitani noted that he was searching for potential partnerships with publishers and investors to secure additional funding, which would allow the development team to expand the game's scope and character roster.
The game's official title was announced in November A public beta featuring six playable characters was made available to download on the PlayStation 4 on 11 December and ran for two weeks.

EX Plus adds polygonal characters to the Street Fighter series, and although blocky, they add a sense of realism to the violent collisions of combat. The slaps and smacks of hand-to-hand fighting are well represented, but the sometimes mellow music doesn't lit the game's intensity.
Since it's easy to control the different characters, even the greenest fighter will be duking it out like a pro after only a couple of rounds. A greater variation of moves among the characters would have helped EX earn a perfect score-there are too many Ken and Ryu clones.
Street Fighter takes on a whole new look in its latest entry into the bit arena. A total of 23 fighters which includes 12 hidden fighters grace the screen--with veterans like Ken and Ryu and newcomers like Cracker Jack and Guarda--providing formidable challenges. While Plus looks like a 3D game, it plays more like a 2D game because there's no way to circle around your opponent. Although Plus is a sharplooking game with its eye-catching fireballs and very fluid character animation, the flat, uninteresting backgrounds don't fare too well.
The biggest Plus of this Street Fighter is that the controls are perfect. The special moves and high-hitting combos are simple to execute and should keep fighting fans happy for quite some time. Finally the most popular fighting game series in the history of video games enters the third dimension. This PlayStation exclusive will have the most number of features and characters yet. For example, a fighter loses a round on purpose and receives armor that allows him to win back.
Decks with these features can be viewed in a separate menu. Almost all of them have previously debuted in parts of Street Figther and Fatal Fury. The last character on the list has appeared in the game for the first time. The game has 4 modes: Training - practicing strikes in the training arena; Arcade Mode - traditional battles against AI with a final battle at the end; Online and Offline VS - customizable fights with live and computer opponents; Expert Mode - passing various challenges designed for experienced gamers.
